The city sent out nearly 13 thousand letters offering people with outstanding bills the chance to pay them off without penalties or late fees.

There are so many people who are over due, it totals 5.2 million dollars.

The top three worst are: Noretta Flemmings, 340 Baker Avenue, $26,385.77

Robert Briere, 301 Onondaga Avenue, $17,825.94

John Cummings, 333 Lafayette Avenue, $15,309.34
